Days before the July 26, 2024 Opening Ceremony (a Seine River spectacular), authorities set up two perimeter zones in central Paris. In the tighter “grey zone,” absolutely everyone needed an authorized QR code pass (the “Pass Jeux”) to enter. Locals, workers, and attendees applied online by submitting proof of address or work credentials. Approved applicants received a unique QR via email or the Pass Jeux app. Police manned checkpoints scanning these QR codes, instantly verifying each person’s permission to be in that zone. The system effectively created a temporary secure bubble around the ceremony site without physical tickets or permits.

French authorities launched a dedicated site (pass-jeux.gouv.fr) for QR pass registration weeks in advance

Residents/businesses in affected areas were widely notified via mail and local media to apply for their free QR code, providing ID and justification (resident, employee, vendor, etc.)

After quick vetting by the Préfecture de Police, individuals got a QR code on their phone (or printable) that was valid July 18–27

On event day, thousands of police and soldiers at barricades simply scanned passes with mobile readers, which showed a green check or red denial

The QR passes significantly reduced unauthorized crowds, and officials adjusted checkpoint leniency on day one to educate stragglers.

Près de 300 000 laissez-passer QR ont été délivrés. Les points de contrôle ont permis de fluidifier complètement la circulation automobile et seuls quelques ralentissements mineurs ont été constatés chez les piétons le 26 juillet. Les autorités ont salué la rapidité du système et ont indiqué qu’il servirait de modèle pour les futurs grands événements.
